Members of the National Assembly played a key role in President William Samoi Ruto's agenda to raise taxes to implement development plans.
In his first budget since he was sworn in on September 13 last year, the president announced many of the proposals included in the controversial 2023 budget that would require the approval of the National Assembly. Knowing that the untitled bill would be difficult to pass through the House of Representatives, given the anger caused by Kenyans and the opposition, the President must have given MPs some sweetening flavor to support the bill.

First, when income taxes were abolished, MPs were given allowences so that they can favor in the president's demands . This means that MPs who currently have a gross salary of Ksh 710,000 will earn more.
Second, lawmakers pledged to build 100 homes in each constituency, and the leaders tasked them with determining the public land on which the houses would be built.
Legislators will be the hub of affordable housing that will cost workers 1.5 percent of their wages.

Members of the House of Representatives are now presenting two bills in the House to protect the Fund.
